How to write planning policy that delivers the outcomes you want.
On this one day training course participants will learn how to write concise and outcome focused planning policy that clearly communicate the plan’s desired planning outcomes to its audiences. By the end of the course you will be able to:

 - Gain an understanding of the public planning policy cycle and where the plan making process ‘fits in’ to this wider process
 - Identify the relevant planning issues for your planning area
 - Develop clear and deliverable planning policy, and planning assessment techniques in a language that conveys the plan’s desired planning outcomes to a wide range of audiences, including the general public, the development community, community groups and the decision maker when considering resource consent application
 - Develop clear linkages between objectives, policies, rules and expected environment outcomes
 - Develop planning policy which is legally sound
 - Gain an understanding of the importance of planning policy evaluation techniques for plan making
 - Avoid verbosity and meaningless jargon and write in a punchy and effective style
 - Consider the plan’s structure including provide a layout and format which ensure that the plan’s desired planning outcomes are easily communicated.

The course will be interactive and will include exercises in which you identify the key features of a well-written planning policy and critical evaluate your own work in light of these standards.

Presenter: Lee Beattie (B.Plan, M.Sc (Lond), Dip EnvMgt MNZPI) is a practising urban planner specialising in district plan development and implementation with an extensive range of experience under the Resource Management Act 1991. Lee also lectures in district plan policy development, planning methods and evaluation at the University of Auckland’s School of Architecture and Planning, and is currently completing his PhD in Urban Planning.
