To coincide with the induction of the new Quality Planning resource consent condition practice guidance note the New Zealand Planning Institute is running a professional development course to assist practitioners develop effective and enforceable resource conditions.   
Developing effective and enforceable resource consent conditions that ensure the actual and potential effects of an activity are appropriately addressed is fundamental and critical part of the resource consent process.  Too often this critical element of the resource consent process is left to the last minute leading to conditions which are ineffective and unenforceable, generating adverse environmental effects and creating negative community reaction.

By the end of the course you will have:

  • Gained an understanding of the role and importance of developing effective and enforceable resource consent conditions in the overall resource consent process
  • Developed the skills required to create effective and enforceable resource consent conditions which are technically sound and in accordance with the requirements of the RMA
  • Developed the ability to ensure that compliance with the conditions will result in any adverse effects being limited to the extent anticipated by  the decision-maker
  • Learnt to apply consent conditions which enable a range of audiences to understand their impact and what is required to give them effect

The course will be interactive and will include real life working examples in which you identify the key features required to create effective and enforceable resource consent conditions and then critical evaluate your own work in light of these standards.  
Both local and regional consenting issues with are considered throughout the course, including dealing with amendments or cancellation to consent conditions, consent notices, and bonds and financial contributions.

Lee Beattie
(B.Plan, M.Sc (Lond), Dip EnvMgt MNZPI) is a planner specialising in district plan development and implementation with an extensive range of experience in processing resource consent applications He also teaches courses on district plan development at The University of Auckland’s School of Architecture and Planning.
