Ideas to legislation – what we do at MFE

Ever wondered about how the legislative process actually works, especially the parts of the process before, after and during the select committee process? Ever wondered why the policy you commented on looks quite different when it actually appears in legislation? And why is it that there are different approaches to the policy and legislative process? With more legislation signalled in the coming years, this presentation provides a quick legislation 101 to provide insights on the process and how best to navigate it. All presenters have worked at MfE for a numbers of years and have been planning practitioners in local government and private practice. We’ll also talk to some key differences between our previous role as planners and our current role as central government public servants.

Liz Moncrieff

General Manager Urban and Infrastructure Policy, MfE

Liz has worked at the Ministry for the Environment for over 8 years in a variety of roles over that time. Her current role sees her overseeing key housing and infrastructure policy initiatives for the government. She has previously been part of the team that led the reform of the resource management system, and also led teams developing the National Planning Standards and the National Policy Statement – Urban Development 2020.

She has worked in the resource management field for almost 25 years, including at Wellington City Council as a policy planner in their District Plan Policy Team and at a private consultancy firm. Liz started her career as an analyst at MfE back in the late 1990s.



Rebecca Scannell

Program Director, Ministry for the Environment

Rebecca is a Resource Management Planner and Policy Analyst with over 20 years’ experience working in central and local government as well as private practice.

Rebecca has strong connections with central government departments and agencies involved in planning. Rebecca is a full member of the New Zealand Planning Institute and holds a Bachelor in Resource and Environmental Planning (Hons) from Massey University.
Rebecca has a diverse resource management skillset with particular strengths in policy advice, plan preparation, RMA guidance and training, National Direction under the RMA, Resource Consent processing and preparation and Section 32 analysis.

Rebecca has a passion for promoting the planning profession and has been a member of the NZPI board since 2021.
