Whaka-Ora Healthy Harbour, Whakaraupō Catchment Management Plan

Whaka-Ora Healthy Harbour shows what can happen when creativity meets collaboration – with mana whenua and their values as the glue.

This catchment management plan was jointly written by Te Hapū o Ngāti Wheke, Lyttelton Port Company, Environment Canterbury, Christchurch City Council, and Te Rūnanga o Ngāi Tahu to help restore the cultural and ecological health of Whakaraupō Lyttelton Harbour as mahinga kai.

It’s also part of a new generation of planning documents using Creative Plan Design to help communities better understand and engage with plans.

Whaka-Ora Healthy Harbour uses the process of weaving a korowai (a particular skill of the Ngāti Wheke Tauas’) as an extended metaphor throughout the whole document, replacing the typical plan format and jargon with plain language and imagery that captures the imagination of communities within the harbour, creating a more relatable and accessible planning document for the communities it intends to speak to.
