Kuaka Gateway, SH2/SH2A/Watchman Road




In 2018 a joint New Zealand Transport Agency, Napier City Council and Hawkes Bay Airport project transformed one of New Zealand’s most dangerous intersections into an acclaimed gateway to Napier-Ahuriri.

The site is very highly constrained, located amidst a coastal wetland of international ecological and high regional cultural-heritage significance; bounded to the east by sensitive land-uses, and the west by the rapidly growing Hawkes Bay Airport.

WSP Opus Planners took a very proactive and strategic approach to consenting, engagement and design, strongly influencing design to secure widespread stakeholder support, and rapid consenting.
This project represents:

Outstanding proactive engagement with a very wide range of stakeholders;

Ambitious visionary leadership by Planners to weave-in amenity, recreation, ecological, cultural heritage, aesthetic, urban gateway and economic outcomes to what is essentially an intersection traffic safety project,

An example of how Planning best practice can and should take the lead, from inception to construction.
