The Canterbury-Westland Branch of the New Zealand Planning Institute (NZPI) is delighted to invite you to attend a breakfast presentation.


In partnership with Christchurch City Council, the Canterbury-Westland Branch of NZPI has supported Stuart’s visit to Christchurch. Stuart is in New Zealand as a keynote speaker at NZPI’s Annual Conference.

Stuart’s presentation will cover his experience of planning for urban growth in the context of an urban development authority, and the implementation challenges of this including (but not limited to); economic instruments, system reforms, and governance and institutional arrangements.

This is a great opportunity to hear from one of our neighbours across the ditch as how they seek to enhance and enrich urban environments by taking advantage of the opportunity to rethink, redesign or better their environment. Something for Christchurch to consider as we progress on our regeneration journey.

Stuart has more than 30 years of experience in planning, urban management and project delivery in the public and private sectors across five Australian State/Territory jurisdictions.


He has a strong track record of leading organisational change and planning reform encompassing strategy, policy, culture, and project delivery. He has been responsible for, or played a significant role in, metropolitan planning strategies for Greater Adelaide, South East Queensland and Greater Sydney, and has been responsible for legislative reform of the South Australian and Queensland planning systems.

Prior to taking up the role of CEO of the VPA in June 2017, Stuart served as the Deputy Director General (Planning Group) in the Queensland Government. He is a former Chief Executive of the Adelaide City Council and has held executive roles in the South Australian and New South Wales Governments and in the consulting sector.

He is a Fellow and Registered Planner of the Planning Institute of Australia (PIA), a graduate member of the Australian Institute of Company Directors and a former National Vice President of the Urban Development Institute of Australia (UDIA).

Stuart is a reformer and a passionate advocate for outstanding urban environments.
