Emma Fergusson, Lecturer Massey University This seminar presents findings of research into the discursive frames evident
in policy documents which seek to address the challenges facing deprived
communities. The research employs two detailed case studies, both of which
fall in the most deprived decile nationally: Flaxmere, in Hawke’s Bay, and
Tāmaki, in Auckland. In addition to providing some obvious contrasts (one
provincial, one urban, one inland, one coastal), these two cases exemplify
the predominant policy approaches applied to deprived areas: community
development and housing-led regeneration.
The three themes discussed in this
presentation—diversity, pathology, and responsibility—are not the only tropes
evident in the policy documents considered but have been selected for
examination because of the way these three themes interact with and reinforce
each other. This seminar briefly introduces and contextualises each theme
using examples from my case studies, before exploring the implications of
these tropes in planning for deprived communities more generally.

with an update of where the current focus is for NZPI. This impacts all
planners as we start to think about our future, with ever changing
priorities. We want to hear about what is on your mind. Particular areas of
focus are:
• What CPD do you want in the future?
• What are your thoughts on NZPI membership? Do you support associate
membership?
• What are your thoughts on the reforms and the voice of NZPI?
The AGM will follow these presentations and then if there are enough members
