Pacifica Planning – Vanuatu Version. The
situation and the story.
Shelagh Noble recently spent six months in the town of Luganville on the
northern island of Espiritu Santo, working as a VSA Planning Adviser for the
Sanma Provincial Government. Shelagh learned about the complexities of land
ownership and the planning & building permit process along with the
pigeon language Bislama; and was involved with monitoring & evaluating
local actions in support of the Vanuatu 2030 People’s Plan. She
also assisted with a volcano evacuation, and learned the art of public
reconciliation whilst operating outside of gender norms.
Shelagh has worked as a planner in South Australia for 20 years, including
eight of these as Manager City Planning in Campbelltown Adelaide. Since 2007,
Shelagh has held planning positions at South Wairarapa District Council and Tasman
District Council focusing on consenting, landscape evaluation (Golden Bay),
plan changes and strategic growth planning (Wakefield).
